Downtown Calexico Port of Entry Reopens
After 7.2 Earthquake
April 06, 2010 Calexico, Calif. — The U.S. Customs and Border Protection (CBP) Calexico West port of entry today resumed normal operations and is operating at 100 percent after shutting down northbound vehicle traffic through the port on Sunday evening following a devastating earthquake in Mexico.

“Our thoughts are with those who are suffering as a result of this disaster,” stated CBP Commissioner Alan Bersin. “The men and women of CBP are committed to working with the affected communities to help ensure the continuity of our operations. Our ability to respond quickly to these types of challenges is imperative to our mission.”

Normal pedestrian processing operations resumed at 9:10 a.m. and northbound vehicle traffic resumed at 10 a.m.The downtown Calexico port of entry resumed operations after structural engineers examining the port buildings certified them as safe and following a general cleanup of debris, said Billy Whitford, CBP director of the Calexico ports of entry.

“The downtown port of entry again is opened 24-hours daily,” he said. “We have resumed normal vehicle and pedestrian processing operations.

We expect to process an average of 13,500 cars and 11,000 pedestrians daily at the reopened facility.”

Whitford said that although all vehicle traffic had been diverted after the earthquake to the Calexico East Port which operated up to 11 lanes around the clock for northbound vehicle and truck traffic, pedestrian traffic entering the downtown facility continued to be processed safely through two vehicle lanes.

Other CBP agency buildings including the Calexico East port of entry and cargo facility, the Andrade port of entry and the U.S. Border Patrol Calexico Station were all spared from damage and personnel injury.

El Centro Sector Chief Patrol Agent Jeffrey Calhoon said operations at the Calexico station were not affected adversely and agents are continuing to assist community authorities.

“I am very satisfied we were not affected in a manner where operations were negatively impacted,” he said. “In fact, we have agents assisting the city of Calexico Police Department with pedestrian and vehicle control. After the quake struck, we helped secure streets so damaged businesses would not be looted or vandalized.”

The Aircraft Carrier USS Carl Vinson
Arrives in New Homeport

04-06-10 SAN DIEGO (NNS) -- The aircraft carrier USS Carl Vinson (CVN 70) and its 3,500 crew members expect to arrive at their new homeport at Naval Air Station North Island (NASNI) April 12.

Carl Vinson departed Norfolk, Va., Jan. 12 and participated in Operation Southern Seas 2010, a U.S. Southern Command Partnership of the Americas operation, which provided U.S. and international forces the opportunity to operate in a multinational environment.

During the transit, the Carl Vinson conducted several engagements and exercises with regional partner nations including Brazil, Argentina, Uruguay, Chile, Peru, Ecuador, and Mexico. Vinson also conducted air wing at-sea exercises with Brazil, Argentina and Peru. The crew enjoyed port visits in Rio de Janeiro, Brazil, and Lima, Peru.

Prior to Operation Southern Seas, Carl Vinson led initial U.S. Navy efforts in Operation Unified Response, an interagency humanitarian aid and disaster relief effort to Haiti following a magnitude 7.0 earthquake.

The carrier and its embarked helicopters delivered almost 3 million lbs of cargo ashore. Specifically, the ship delivered 1,095,442 lbs of food; 147,591 gallons of water; and over 40,000 pounds of medical supplies. The ship's medical team treated 60 patients, while the air wing flew 1,299 sorties and conducted 1,152 medical evacuations.

The Navy took re-delivery of USS Carl Vinson in July 2009, following the successful completion of its refueling and complex overhaul (RCOH) in Newport News, Va. Vinson began its RCOH in November 2005, during which more than 20 million man-hours of work were conducted, divided between refueling the propulsion plant, upgrading ship's infrastructure to last another 25 years, and modernizing combat systems and their effectiveness.

In October 2009, the Navy announced that Carl Vinson would be the flagship of the newly established Carrier Strike Group 1, based in San Diego and commanded by Rear Adm. Ted Branch.

Also aboard the aircraft carrier are elements from Carrier Air Wing 17 including the "Red Lions" of Helicopter Anti-submarine Squadron 15, the "Sunliners" of Strike Fighter Squadron 81, the "Rawhides" of Fleet Logistics Support Squadron 40 and the "Tigertails" of Carrier Airborne Early Warning Squadron 125.

San Diego-based Destroyer Squadron 1 embarked aboard the guided-missile cruiser USS Bunker Hill (CG 52), escorted the carrier around South America and participated in Haiti relief efforts.

Hot-Prowl Burglary Series Suspect Sought

April 6, 2010 San Diego County Crime Stoppers and detectives from the SDPD Eastern Division are asking for assistance from the public in Identifying and locating a female suspect responsible for at least eight local hot-prowl burglaries.

In March 2010, a residential hot prowl burglary series (at least 8) was identified in the Lake Murray/San Carlos area. The suspect, an obese black female, appears to stalk elderly victims as they leave local strip malls.

The suspect follows the victims back to their home and then uses various ruses such as needing to use a phone book, looking for a neighbor or having car trouble to gain access into their home. Once the suspect enters the home, she steals wallets from the victims’ purse and then flees. In two cases, the suspect has simply walked into the victim’s home through an unlocked door. The victims have ranged in age from 77 to 91.

Usually within the first hours of the burglaries, the suspect makes an extensive number of fraudulent credit card purchases throughout San Diego County, including Mission Valley, El Cajon, Chula Vista and National City.

The suspect is described as a black female, mid 40’s, 5’9” to 6’00” tall and weighing at least 300 pounds. The suspect generally wears large oval sunglasses, baseball caps or wigs to change her appearance. The suspect is very brazen and has made physical contact with one victim.

Investigators are asking anyone with information on the identity and or location of this suspect to call SDPD Eastern Division at (858) 495-7900 or the Crime Stoppers anonymous tip line at (888) 580-8477.

Crime Stoppers is offering up to a $1,000 reward to anyone with information that leads to an arrest in this case. Anonymous email and text messages can be sent in via www.sdcrimestoppers.com.

Three Arellano-Felix Members Sentenced to Prison
and Two Will Forfeit $1 Million Each

April 5, 2010 San Diego Ca, United States Attorney Karen P. Hewitt announced that today three defendants were sentenced to lengthy terms in United States prison as a result of their participation in the Arellano-Felix drug trafficking organization (AFO).

Jesus Labra-Aviles and Armando Martinez-Duarte were sentenced today to 480 months and 220 months of imprisonment, respectively. In addition, on March 29, 2010, Jorge Aureliano Felix was sentenced to 360 months in prison. United States District Judge Larry A. Burns, who imposed the sentences, also ordered Labra and Felix to forfeit $1 million each.

The sentences follow the defendants’ guilty pleas in October 2009 to crimes arising from their leadership of the AFO. According to court documents, for nearly two decades, the AFO controlled drug trafficking and other criminal activity in the Tijuana or Mexicali areas of Baja California, Mexico.

All of the defendants admitted in their guilty pleas that AFO members distributed indeterminable amounts of cocaine and marijuana exceeding hundreds of tons each. The defendants also admitted that AFO members paid millions of dollars in bribes to law enforcement, government, and military officials to evade capture and prosecution.

Court documents establish Labra, who was convicted of conspiring to distribute cocaine and marijuana, partnered with Benjamin Arellano-Felix to obtain large amounts of cocaine and marijuana.

Labra admitted as part of his guilty plea that he helped organize and lead the conspiracy, which involved hundreds of members and associates. Labra also acknowledged that he was consulted on major decisions and directed the actions of others.

According to court documents, Duarte, who was convicted of conspiring to conduct the affairs of an enterprise through a pattern of racketeering activity, was a federal law enforcement officer in Mexico paid by AFO leaders to provide information about investigations targeting the AFO, escort and protect AFO members and drug shipments, and intervene when other law enforcement officers targeted or arrested AFO members.

Duarte also helped place certain individuals in ranking law enforcement positions in areas under the AFO’s control.

According to court papers, Felix, who was convicted of conducting the affairs of an enterprise through a pattern of racketeering activity and conspiring to invest illicit drug profits, was a top lieutenant to the AFO’s daily operations manager.

Felix and his immediate supervisors were in charge of receiving large drug shipments in Mexico, smuggling drugs into the United States, coordinating the distribution of shipments within the United States, collecting drug proceeds, and policing Tijuana for enemies, suspected informants, and uncooperative law enforcement or military personnel.

All three defendants were extradited from Mexico to the United States in December of 2008. Their convictions bring to six the number of AFO leaders who have been sentenced in the Southern District of California since 2006.

United States Attorney Hewitt said, “One by one, the leaders of the narco-trafficking Arellano-Felix Organization are being held responsible for their crimes and are being punished so that they will no longer cause a bi-national security threat by their illegal conduct. The long sentences imposed today reflect the scope and seriousness of the defendants’ crimes.

And these convictions also represent more than a decade of dedication and hard work by federal law enforcement agents and prosecutors in the United States to seek justice on behalf of the law-abiding citizens of Mexico and the United States. We thank the Government of Mexico for its outstanding cooperation and for permitting the extraditions of these defendants.”

“With this sentencing today, all agencies involved in this investigation have dealt a significant blow to the leadership of the Arellano Felix Organization,” said Acting Special Agent in Charge William R. Sherman of the DEA San Diego. “This should send a message to the traffickers that with the continued outstanding cooperation of the Mexican government, there is no place for them to hide, they will be brought to justice.”

FBI Special Agent in Charge Keith Slotter commented, “Today's sentences are the result of international cooperation between law enforcement agencies and we are pleased with the efforts of the prosecutors to see justice brought to these individuals.”

“The sentences announced today deal a significant blow to the Arellano-Felix organization and demonstrate law enforcement’s resolve to continue to investigate and prosecute drug trafficking organizations,” said Leslie P. DeMarco, Special Agent in Charge of IRS – Criminal Investigation’s Los Angeles Field Office. “IRS-Criminal Investigation brings in its financial expertise to narcotic investigations to disrupt and dismantle drug trafficking organizations. We specialize in following the money in these illegal operations, enabling increased criminal prosecutions and asset forfeitures.”

Another defendant, Efrain Perez, is scheduled to be sentenced on May 3, 2010, at 9:30 a.m., before Judge Burns.

“Earthquake” The Big One Hits U.S. Mexico Border

The magnitude 7.2 northern Baja California earthquake of Sunday April 4th 2010 occurred approximately 40 miles south of the Mexico-USA border at shallow depth along the principal plate boundary between the North American and Pacific plates.

This is an area with a high level of historical seismicity, and also it has recently been seismically active, though this is the largest event to strike in this area since 1892. Today's earthquake appears to have been larger than the M 6.9 earthquake in 1940 or any of the early 20th century events (e.g., 1915 and 1934) in this region of northern Baja California.

At the latitude of the earthquake, the Pacific plate moves northwest with respect to the North America plate at about 45 mm/y. The principal plate boundary in northern Baja California consists of a series of northwest-trending strike-slip (transform) faults that are separated by pull-apart basins. The faults are distinct from, but parallel to, strands of the San Andreas Fault system.

The April 4 main-shock occurred along a strike-slip segment of the plate boundary that coincides with the southeastern part of the Laguna Salada fault. Although the location and focal-mechanism of the earthquake are consistent with the shock having occurred on this fault, we do not yet have surface rupture or other confirmation.

Aftershocks appear to extend in both directions along this fault system from the epicenter of today's event. The aftershock zone extends from the northern tip of the Gulf of California to the Mexico-USA border.
Earthquakes having magnitudes as high as 7 have been historically recorded from the section of the Pacific/North American plate boundary on which the 4 April 2010 earthquake occurred.

The 1892 earthquake occurred along the Laguna Salada fault system, but significantly farther northwest than today's event epicenter. The 1940 Imperial Valley earthquake approached magnitude 7, though it occurred farther to the north and on the Imperial fault.

Both the 1892 and 1940 earthquakes were associated with extensive surface faulting. An event of M 7.0 or 7.1 occurred in this region in 1915, and then a M 7.0 to 7.2 in 1934 broke the Cerro Prieto fault with up to several meters of surface slip.

In the vicinity of the 4 April 2010 earthquake, there are several active faults and it has not yet been determined specifically which fault the earthquake occurred on. Within the transition from the ridge-transform boundary in the Gulf of California to the continental transform boundary in the Salton Trough, faulting is complex.

Most of the major active faults are northwest-southeast oriented right-lateral strike-slip faults that are common in mechanism to the San Andreas fault and parallel Elsinore and San Jacinto faults, that run north of the Mexico-USA border.

Ring Leader Of Home Foreclosure Scam
Convicted Of 160 Counts

03-23-10 San Diego Ca, San Diego District Attorney Bonnie M. Dumanis today announced the conviction of the ring leader of a huge real estate fraud scheme that victimized more than 400 homeowners in san diego county alone, with additional victims in other counties.

The jury convicted william hutchings, 62, of 160 felony counts including conspiracy, grand theft, rent skimming and violations of the mortgage foreclosure consultant law.

The defendant preyed on mostly non-english speaking, hispanic homeowners who were in foreclosure, claiming to offer assistance in preventing the victims from losing their homes. “the conviction should be seen as a warning,” said da dumanis. “when individuals who are already facing an extreme financial crisis are preyed upon by the very people from whom they are seeking help, law enforcement will aggressively investigate and pursue prosecution of those individuals.”

Deputy district attorneys stephen robinson and william la fond methodically laid out the evidence during nearly two months of trial calling more than 70 witnesses and entering more than 400 pieces of evidence.

After the verdicts were read, judge charles gill ordered that hutchings be taken into custody and held without bail pending sentencing on april 27 in department 18 of the san diego county superior court. He faces up to 49 years in state prison.

Much of the evidence produced came after investigators from the district attorney’s office and fbi agents served arrest warrants and simultaneous search warrants on may 21, 2008.

One of the warrants was served while some of the defendants were in the middle of giving a presentation to more than 50 new prospective victims.

Hutchings conducted a widespread foreclosure rescue scam by which he acquired grant deeds to homes in foreclosure based on untrue or misleading statements that their “land grant program” would prevent homeowners from losing their homes through foreclosure.

Two methods were used for inducing owners of residences in foreclosure to participate in a so-called land grant program. One method required homeowners to pay a one-time fee of up to $10,000 to put their property in a land grant.

The second method was a lease back scheme in which homeowners paid the suspects monthly rent and then transferred their property via grant deeds to the defendants for no consideration and then made monthly payments to the defendants, purportedly to rent their homes back from the defendants.
